James W. Fulmer serves as the Chairman of Tompkins Bank of Castile, a wholly-owned subsidiary of Tompkins Financial Corporation, and has served in such capacity since 1988. Mr. Fulmer served as President and Chief Executive Officer until his retirement on December 31, 2014. Mr. Fulmer also serves as the Vice Chairman of Tompkins Financial Corporation, a position he has held since 2007. Prior to that, he held the titles of President and a Director of Tompkins Financial Corporation. He is a member of the Board of Directors for Tompkins Mahopac Bank and Tompkins VIST Bank and serves as Chairman of Tompkins Insurance Agencies, Inc., all are subsidiaries of Tompkins Financial Corporation. Mr. Fulmer currently serves as Vice Chairman of the Board for the Federal Home Loan Bank of New York, were he has served as a Director since 2006. Mr. Fulmer is a past president of the Independent Bankers Association of New York State. He serves as a member of the Board of Directors of Erie and Niagara Insurance Association of Williamsville, Cherry Valley Cooperative Insurance Company of Williamsville, the United Memorial Medical Center of Batavia, and is Chairman of WXXI Public Broadcasting Council of Rochester; he will begin serving as Chairman in 2016.
Mr. Fulmer is a 1973 graduate from Clarkson University; he received his MBA from Rochester Institute of Technology in 1979.
Mr. Fulmer resides in LeRoy, NY, with his wife Marjorie, a retired music teacher. They are parents of three grown children and have three grandchildren.
